Rhode Island runs 56% mains gas against 4% tank propane across the 41 covered towns. The difference decides ownership: a meter outlet marks where the utility's responsibility stops, and a tank installation is the owner's throughout.

Weighted across 361,903 occupied homes. The spread inside the state is the point: Albion is highest on mains at 78%, and West Greenwich has the largest propane share at 19%. A state figure describes neither.

The two arrangements, and why the difference is not cosmetic

Of the 41 towns we route in here, 19 are mostly on mains gas, 4 have a substantial propane share, 12 are split between the two and 6 use very little gas of any kind.

On a mains connection, 49 CFR § 192.3 ends the regulated service line at "the outlet of the customer meter or at the connection to a customer’s piping, whichever is further downstream" — so part of the system is the operator’s. On propane there is no service line and no meter boundary, and the whole installation is the property owner’s.
